New theme editor

I'm trying to make a theme set, but I am finding it difficult since artwork 1,2,3 and 4 will always appear above the wheel.

is there going to be a new theme editor that will make it possible to make the wheel appear on the top of any artwork?

This is not a limitation of the editor. It's how layers are handled in HS. It has also been brought to BBB's attention many times. Hopefully one day we will see this.
