One, the theme already exists. In the downloads section, it's a user created theme (mildanti's) for MAME, I'd give you the link, but you'll learn the site better if I tell you how to get there instead.
Two, there's a sticky thread for requests at the top of this very forum.
Please, read and look around first before you make posts like this. I'm not a moderator, but the fact is that if you'd looked around even a little bit, you'd have found the sticky post, and that if you looked a little bit more you'd have seen the theme for download.

Yah that was a fun theme to make, pretty hard finding artwork i wanted but i think it turned out ok, i was actually thinking of going back and redoing a few of my first themes like magic sword keep most of the artwork but change the layout
