I just hooked up my spinner (GGG) and it's working fine on the Windows desktop, but I can't get any functionality out of it in MAME. I've been reading various sites and the only mention I can find of enabling mouse/spinner support is editing the mame.ini file in notepad, but the only mame.ini file now seems to be Hyperspin-centric, and adding mouse = 1 did nothing. Can anyone help?

If you don't see the mame.ini file, you need to create the config file itself. Load up a dos prompt, cd to the mame directory (where you have the mame.exe file) and type: mame -cc (which is the switch used to create the mame.ini config file). You will then be able to edit the mouse reference and be good to go.

Well, now it's kind of working. I'm able to move the spinner in one direction and get it to respond, but there's nothing from the other direction. At least I'm this far. Hopefully I"ll be able to figure out the rest fairly soon.
