I was wondering how one should go about doing this. What's the best program/plugin to convert a normal image into a vectorized one?

Probably most popular is adobe illustrator, I've used it in the past and its "weird" at first but then after a little bit its a nice program. I was just used to messing around in photoshop and illustrator is definitely different.

inkscape is an alternative and I believe it is free and open source but it didn't seem to work as nicely as illustrator in the short time I played with it.

I'm certain there are others but I just mainly know illustrator is the most popular one.

Try XARA... learning curve is very fast, and it is perfect for this.

I use vector magic, its extremely easy to use and for me atleast , gives better results than illustrator .

Flash can do this as well.

Vectorized is not a thing. What's being asked is, what is a good tool to convert bitmap data (pixels) into vector data (mathematical formulas for line segments and curves). Vectors can be scalled (made larger or smaller) without any quality loss. Bitmaps don't have this luxury sadly.
