Ok I've fixed this problem, but I'm kind of curious as to what was causing it.
the rom file in playstation .dat looked something like this
Tony Hawk's Pro Skater 3 (U) [SLUS-01419]
I copied the name right from the .dat and renamed the rom. Now the game won't launch through HS but fine in ePSXe (yes I had the right extentions set) so I tried naming the rom and changing the .dat to just "Tony Hawk 4" and it works fine. Is it the semicolon in the rom name doing this?
