I've seen screen shots of games such as ms pac, dk with electronic bezel art surrounding the playfield...great way to fill in some black space...does anyone know how this is done and if HS supports it?

I believe the feature you are referring to is a part of MAME. It's simply a png file that you put in the proper directory under MAME. I don't remember the specific folder for it though, I would recommend checking the MAME Readme. :)
It'll draw the bezel around the screen on the monitor, with the ROM running in the middle.

Lashek is entirely correct. Although doing this will significantly reduce your screen size, even in vertical games.

I wonder with a large enough LCD monitor if the bezel would work without too much reduction.

I only use them for my vertical games so that the bezel will remove the black sides it looks great.
Place them in the artwork folder of MAME and leave them zipped, when you apply them set the video mode for that game to cropped in the MAME menu so that the video wont size down.
