looks like drkIIRaziel is not working on nulldc anymore according to a post in.ngemu.com, he released the code.. nuldc is open source now. Yet when I posted an issue on the google page, he replied saying he would look into it.. I suspect he will still be involved.
Here's the link to the latest release to NullDC NULLDC 104 (http://code.google.com/p/nulldc/downloads/list), it's the best emulator for dreamcast so far.
Includes
-Improved compatibility, graphics, 2d games that had tearing between sprites have that no longer.
-Plugin specifically for xbox 360 (works great!)
Here's the announcement that was made

This is as sad a day as when the actual Dreamcast started pushin daisies!

The fix you are looking for is actually on the same page as you downloaded the new nullDC from...
Builds require Visual C++ 2010 Runtimes, you can fetch them from: http://www.microsoft.com/downloads/details.aspx?displaylang=en&FamilyID=a7b7a05e-6de6-4d3a-a423-37bf0912db84

I do have the VC++ runtimes installed, I guess I have to try un-installng and then re-installing it and another re-boot. Maybe it corrupted somehow.

Once you have downloaded the runtimes from warpig's post make sure you delete the individual dll's you downloaded, works for me :)
