Disconnect everything from the board and check the outputs you listed against ground....if they are shorted without any connections to the board whatsoever, then you have either got a bad board or blown driver chips.
I only had one hooked up. Sitting on my floor. Both 1 and 2 and 31 and 32 do it... all other points I tested worked fine. 32 and 32 appear to be connected and also seem to be always grounded. Just checked with the multi meter.

too bad they are not easily replaceable. i found this http://www.epboard.com/eproducts/protoadapter3.htm. just wish i could solder to soic, i would replace all of the chips with this in a heartbeat!
i did some googling and it seems that others had this issue and emailed ggg and got it resolved. that is what i did. hoping for the best.
